Local Governance & Decentralization Specialist

We’re looking for a Local Governance & Decentralisation Specialist who can live and volunteer for 12 months in the Municipality of Aileu, Timor Leste.

• This assignment seeks to contribute to strengthening institutional Capacity for Local Governance. Support the Aileu Municipal Authority in building functional systems, structures, and skills to implement decentralized governance effectively
• To be considered for this role, you’ll need a Bachelor’s degree in public administration, Governance, Development Studies, or a related field / Experience in decentralization, local governance, or institutional strengthening.
• As a volunteer, you will support strategic policy development and planning within the Municipal Authority. This assignment will contribute to improving service delivery, aligning municipal efforts with national decentralization goals, and fostering local ownership of development initiatives

About the Partner Organisation 

The Ministry of State Administration began administrative de-concentration in 2016. Under the IX Constitutional Government, Aileu Municipality was elevated to "Municipal Authority" status through Decree-Law No. 84/2023. It now comprises 4 Administrative Posts, 35 sucos, and 143 aldeias, with its seat in Aileu Vila. Aileu’s Municipal Authority is tasked with executing state functions locally, focusing on health, education, agriculture, infrastructure, social services, and disaster management. Its mission is to deliver integrated, community-driven services that foster social capital and elevate well-being. Key priorities include strengthening local governance, improving social outcomes, enhancing infrastructure, and boosting economic growth. Attention is also given to revitalizing traditional law, such as Tara Bandu, to reinforce harmony and cooperation across communities. Aileu’s long-term goal is to realize the full potential of decentralization as envisioned in the National Strategic Development Plan (PEDN 2011–2030). By investing in infrastructure, boosting employment, and strengthening local identity and resilience, Aileu aims to become a thriving, self-reliant municipality delivering “easy, fast, and friendly” services to all its people. This role will support the Alieu Municipal Authority in preparing the essential structures and systems for decentralization, as part of Timor-Leste's strategic goal to strengthen inclusive local governance. The volunteer will help guide the municipality’s transition toward a model that promotes equitable development, efficient public services, and community empowerment.
