We’re looking for a Human Resources Management and Workforce Development Mentor who can live and volunteer for 6 months in Goroka, Eastern Highlands Province, Papua New Guinea.

·  This assignment seeks to develop and implement effective workforce planning, recruitment, and performance management frameworks to support staff development, retention, and succession planning within the organisation.

·  To be considered for this role, you’ll need a Master’s or Bachelor degree in Human Resource Management, Business Administration, or Organisational Development.

·  As a volunteer, you will support capacity-building sessions for HR officers and departmental managers on HR best practices and compliance.

About the Partner Organisation

The Eastern Highlands Provincial Health Authority (EHPHA) is a government health agency responsible for managing and delivering healthcare services throughout the Eastern Highlands Province (EHP) of Papua New Guinea. Operating under the National Department of Health, EHPHA oversees Goroka Provincial Hospital, district hospitals, rural health centres, and community health posts to ensure that quality and accessible healthcare reaches all communities across the province’s eight districts.

EHPHA’s primary aim is to strengthen the provincial health system by providing equitable, affordable, and quality healthcare services. It works collaboratively with local and national government bodies, non-governmental organisations, faith-based agencies, and international development partners to deliver essential health programs focused on maternal and child health, infectious disease control, and the growing burden of non-communicable diseases.

A volunteer with HR expertise can provide valuable capacity-building support through training, mentorship, and systems improvement. This includes developing updated HR policies, performance management frameworks, and workforce planning strategies tailored to EHPHA’s operational context. The role cannot currently be filled locally due to limited availability of professionals with specialised experience in strategic HR management and compliance within the public health sector.
