Finance Management and Fiscalisation Specialist

The Australian Volunteers Program is seeking a Finance Management & Fiscalisation Specialist to live and volunteer for 12 months in Ainaro Municipality, Timor-Leste.

• This assignment aims to strengthen the public financial management capacity of the Municipal Authority of Ainaro in support of transparent and accountable governance, aligned with national policies and standards set by the Ministry of Finance.
• To be considered, applicants should hold a Bachelor’s degree in: Public Policy,/Public Administration/Political Science, Development Studies Or a related field
• As a volunteer, you will work closely with the Secretary of Administration and Finance and other municipal staff to advance: Local governance reform and financial autonomy, Planning and implementation of administrative decentralization, Compliance with regulatory frameworks and resource optimization
• Provide support in financial planning, budget formulation, expenditure tracking, and revenue generation strategies. This includes supporting the creation and monitoring of budgets, improving internal financial reporting systems, and advising on mechanisms that ensure compliance with regulations while maximizing efficient resource allocation

About the Partner Organisation 

Since Timor-Leste gained independence (2002), some progress towards a decentralized state has been achieved with the creation of the territorial division law in 2009 .To devolve more power to local government, the government operationalized its territorial divisions with administrative decentralization reforms in 2016. This brought considerable changes to the municipalities. Municipal government was restructured and for the first time since independence, funds were allocated directly to municipal administrations. This assignment is critical to supporting the Municipality of Ainaro’s efforts to strengthen local governance, improve financial autonomy, and achieve the goals of administrative decentralization. The Finance and Fiscalisation Specialist will play a pivotal role in enhancing the municipality's financial management systems, contributing to transparent and accountable governance in line with national reforms that empower municipalities to independently implement programs across key sectors such as education, health, agriculture, and infrastructure. The Specialist will provide technical assistance in financial planning, budget formulation, expenditure tracking, and revenue generation strategies. This includes supporting the creation and monitoring of budgets, improving internal financial reporting systems, and advising on mechanisms that ensure compliance with regulations while maximizing efficient resource allocation.
