Digital Information Systems Mentor

We’re looking for a Digital Information System Mentor to live and volunteer in Timor-Leste for 12 months.

• This assignment aims to strengthen organizational data management by developing integrated digital databases.
• To be considered for this role, you’ll need a Master’s or Bachelor’s degree and at least 5 years' experience in Information and Communication Technology (ICT), Computer Science, or a related field. 
• As a volunteer, you will provide technical expertise and mentoring to support the digitalization of records, forms, and workflows across the Environmental Licensing, Environmental Inspection, and Corporate Affairs units. 

About the partner organisation 

The National Environmental Licensing Authority (ANLA, I.P.) is a Government of Timor-Leste institution based in Dili, responsible for administering environmental licensing processes and monitoring environmental compliance nationwide. ANLA assesses development projects, issues environmental licenses, and monitors compliance with environmental regulations to ensure that economic development is balanced with environmental protection and sustainability. The organisation works closely with government agencies, private sector developers, civil society organisations, and local communities to implement environmental policies and promote responsible development throughout Timor-Leste. ANLA is undertaking a digital transformation and institutional strengthening process to improve its organisational efficiency and service delivery. The organisation requires technical support to develop and strengthen integrated database and records management systems, enhance information management practices, and modernise administrative and financial data processes. A volunteer will provide specialised expertise to help build ANLA’s digital capacity, improve accountability and operational effectiveness, and support the delivery of efficient and transparent environmental licensing services.
