Position Description Community Development Mentor - Atolls Resettlement Program

This is your chance to utilise your understanding of issues surrounding resettlement, including impacts on displaced people remote PNG.

The Autonomous Bougainville Government (ABG) is working towards permanently resettling communities from the Carteret (Tulun), Mortlock (Takuu), Tasman (Nukumanu), and Fead (Nuguria) Atoll Island groups to designated sites on Buka Island and/or mainland Bougainville.

The 3000+ people from these isolated and remote low-lying islands and are in urgent need of resettlement due to slow-onset changes to their environment and deteriorating ecosystem including sea water inundation, salination of the soil, soil erosion, land loss, food insecurity, increased vulnerability to natural disasters and climate variability, and other factors.  Resettlement will be on a voluntary basis over the next 10 years. 

Support for the resettlement by customary landowners and host communities in the area is about to be formalised in a Memorandum of Agreement. Once this is signed, the relevant ABG Divisions will undertake site preparations, housing and infrastructure construction/ upgrades, upgrades to government services, and implementation of community development and social support programs. 

While funding for activities is available, the Division of Community Development has very limited staff capacity to plan and implement activities.  A new counterpart Atolls Community Development Officer will be engaged in 2012, and a Resettlement Community Development Adviser has been requested to work closely with and build the capacity of this counterpart officer.

To be considered for this position, you will require:

• Tertiary qualification in Community Development or Social Sciences, or related area
• Experience in working with communities and other stakeholders to develop and implement community development projects to promote social cohesion and address identified community needs/issues
• Experience in program/project planning and Implementation management
• Ability to cope with cultural isolation and a different standard of living is essential given the nature of this assignment.

Personal attributes must include the ability to cope with cultural isolation, a willingness to learn the local language and a good understanding and appreciation of the Melanesian lifestyle.
